It is almost always only the male canaries that sing.

Has "he" been quiet his whole life, or only recently. If it is recently it could be any change in environment or health, while if it has never really sang, then it might be a "she".

Also, does it have a mirror toy? Or anything with a reflection? This often stops them from singing as well.

Males are the ones that do most of the singing. So make sure you have a male.
Mirrors will help alot. Also make sure the cage is big enough(yes, I know canaries are small, but they dont get out as often as more sociable birds). Also make sure his diet is full and varied. Include fresh foods, and seeds.
There is even a type of food that claims to help canaries sing.
If there are any other wierd things going on(sitting on the bottom, listless, not eating, ect), take him to a vet. There may be something bigger going on.
Of course if this is a female, I doubt you will hear much siging.

Would you sing if you were locked in a little cage all day and given seeds to eat?
