Try www.byki.com. They give you a choice of 25 languages and you learn from flash cards on the screen. What I like is that it's so quick and easy to log on and off. You can squeeze in some language practice even if you've only got a few minutes to spare.

You can make friends with people who speak that language. I find that e-mails and chatting are a less threatening way of practicing a new language. You will need at least a dictionary, though. Some times you can find those online.
Just a little note, unless you use audio messages or a conference program, you might have a little trouble with pronunciation.

Yes, it's possible to learn languages online. It depends on what languages. You have to open and study online lessons or exercises. There are lots of free of charge sites. Have a look at Google or Yahoo, you'll find hundreds of them.

Not really. Children learn languages quickly in a full immersion situations, but adults need immersion plus formal study. The net can only supply formal study ..... which may be just a waste of time, money & effort.
