Well, I hate to tell you this, but it's against the law to own anything with bald eagle parts. Unless you're an Native American and unless you're using it in some kind of religious ceremony. I'm pretty sure even they have to get a permit first.
Of course, if it's an antique item that probably would make a difference. You might check with a museum and see if they would be interested.
You might want to check with the Feds to see what the requirements for owning an Indian artifact with Bald Eagle parts are. I think this would be under either the Department of Agriculture or the Department of the Interior.
