Are you thinking of this as a proper diet for a cat? Beef does not always agree with cats. Raw ground meat might not be safe if it was run through contaminated grinders and has been packaged for any length of time. It is totally lacking in calcium. Calcium is needed to balance out the phosphorus in the raw meat.
Feeding cats raw meat for their diet requires a lot of investigation and information from vets and people experienced in doing it. I have fed my cats raw meat (organic, with a supplement powder, etc) for seven years.
So if you mean a little nibble, OK. If you mean as a source for its nutrition, NO.

Yes, but it's not a good idea. Raw meat can carry Salmonella or other bacteria, as well as certain parasites. Hamburger is even worse because the contamination could be spread all through the meat. Cook it first; cats tend to prefer cooked meats anyway.

you can feed a cat anything you want but its not a good idea - firstly feeding raw food to animals is always risky to you the handler of the food and a small risk to the pet.
secondly hamburger is often slightly contaminated and always requires to be fully cooked - cats stomachs are tougher than ours so can usually stand a bit more bad stuff than we can but still why risk it??
beef is harder on cats stomachs than chicken, turkey, and lamb..

The problem with that is organs tend to be high in iron and other things that cats wouldnt normally eat large amounts of. Just like people get gout...animals get illnesses similar that are caused from being organs. This explains why wild cats 1.dont live very long and 2.stick to smaller prey
