if you purchased something form them and paid through pay pal, you can file a claim, or look under the help page on EBay.
I have had to do this before, and pay pal has recovered my money for me. hope this helps, not really sure what it is your asking.

You mean if someone took your money and didn't send your prodcut and isn't a memeber anymore? It happened to me. If you used paypal and you paid 25 dollars or more you can get a refund. If it's less than that you're out of luck, there's not much you can do. My thing that I ordered was 20 dollars. Sorry mate.

Live and learn. Try to get as much info from ebay as you can and ask them what you should do. With enough info you could take him to small claims court. He would be required to come to your state for court and most likely would not show and you then pretty much win. Then of course you have to hope he cares that he lost and pays you which he probably won't.
I used to ride motorcycles until I watched a fellow rider die right in front of my bike. I ended up talking to his wife and going to her house to welcome her new born baby home. She told me her husband bought a $4,000 bike on ebay and she told the guy her husband had died that same night but she would still take the bike if he didn't want to refund her $. He never gave her either...that's a clue to how much BS goes on with ebay. She got stuck paying the 4K loan he took out for the bike and had nothing to show for it.

Someone Stole from you?
File a claim with paypal, if that's how you paid.
If they don't rule in your favor,
Call your credit card company and find out how to get your money back. If it's fraud, they can take the money back for you.
If you paid by check or money order, you're out the money.
