Well, picnics, romantic walks, $1 movies, free demonstrations or cooking classes, those things are fun and inexpensive.
You could also just grab do something simple like lasagne and fruit, candles, and backrubs or something...

A homemade meal of salad greens and grilled cheese sandwiches, and a bottle of cheap wine. A long walk in the park, followed by a romp on a playground set of swings. A romantic skinny dip. Renting (or borrowing) a DVD or two. Dropping in on a college concert or community theater production. Reading racy poetry under a tree.
All of these are economical, and provide for some good quality time. Have fun!

How about going to the zoo or aquarium or something like that. The entry fee will be nominal, and you can spend the whole day there. Bring a camera. You can capure the date on film and have something to look back on. Make fun of the monkeys and tease the lions. The zoo is actually very underrated. Plus, being outdoors in nice weather tends to bring out the best in people in general.

Do you live near a University with a music school / conservatory? Or a museum? Because both , esp the school, always feature free recitals by the students and faculty, and they are WAY better than the stuff ppl actually PAY for ! Call them or go to the school's website for a schedule. High quality art music for free - it can't be beat. While you're at it, check the dance dept as well for free dance recitals. You may get hooked.

ok im just going to assume you live together...
while his out at work etc...
make his fav meal... or some thing you'll know he'll like.. get candles and put a few around the room and a couple on the table,
and have a romantic dinner and then hire out a movie and sit at home a cuddle while watching a movie together...
then go to bed a fall asleep by each other's side
thats the most romatic thing in the world.. if only i was lucky enough for it to happen to me lol

How bout a picnic in park near a lake.. or a dinner picnic on the beach and watch the sun go down... taking a nice walk for ice cream and tasting each other cone... are there free concerts or movies in the park near you.. go to your hometown web page and find some free things to do.. and plan.. good luck

Look in the paper for free or cheap events -- like Shakespeare in the Park, music fairs, etc. Those are fun!
You can always do the tried and true rent a movie and stay in thing.

Ok, here is something really different. Doing something for another can really bring people closer. Why not plan a date to help someone even less fortunate. Contact a nursing home if you both have some kind of talent and do something for someone who is down. It will bring both of you closer and it will really brighten someones day.

You could buy some cheap candles all white find his favorite meal have it ready a really good wine maybe rent a good movie or play an adult game use whatever you have around the house just be creative it will work GOOD LUCK
