You can't go on a elevater, and you can't go down stairs.

Good question!

Most newer elevators do recall in the event of a fire in the building, so they may not even be accessible. I have recently seen buildings with a sign by at least one elevator that says "A.D.A. Compliant Elevator - Will operate in a fire emergency." I guess that means that one doesn't recall and could still be used as a means of escape.

I have also seen buildings equipped with an "area rescue" system. Basically there is an "area of refuge" on each floor that handicapped people, or anyone for that matter, can evacuate to. It can be part of the stairwell or sometimes located immediately adjacent to the stairwell. It is surrounded by firewalls and the area is typically pressurized and served by an air handling system that is independent of the building system. It is equipped with a dedicated rescue phone system for communication with responding fire personnel. You wait in that area and they basically come get you out. Again, this is newer buildings typically.

If you are in an older building that is not equipped with these newer "A.D.A. Compliant" systems, you may be in trouble. Your best bet is to find a phone and call for help or rely on others to help you out as some other answerers have stated.

Truthfully, you're pretty much screwed unless you can find a buddy. I'm in the same situation. In Japan, they have a sock like shoot made of netting that goes from key points in the building to the ground. Your body weight kinks the sock in such a way that it slows your dissent down the tube. It's a little bit like going down a water slide except a you're in netting! In my building, I dream of using a spear gun to shoot the fence outside and then travel downd from m the cord from my window. It's not really going to work as I don't have a spear gun.
