You can get a decent trek road bike for under $1000. Check the net for a good dealer in your area, and if you want to save some money and can wait purchase it in feb. You could also look for used in the local papers and find something cheap. A lot of people buy a top rated bike and never ride it.

If you want a big brand bike made in the US then trek or cannondale. If you don't care, then almost all others are made in Asia in that price range. For a bike made in Asia by 10 year olds locked in a warehouse for 14 hours a day then almost any other brand will work. Bang for the buck would probably be Jamis, but there are others. IF you can find a 1 to 3 year old used bike with better components in your size that would be the way to go. Usually 1-3 year old used bikes sell for 1/3 their new price or less and are still fairly current.
You can always change out components. However, to start you still need a few must haves(if you don't already have them): helmet, clip-less pedals, shoes, cycling shorts, bottles and cages, computer and for tri-athlons aero bars. Don't bother unless you do these minimal things.
First upgrade: the most aero and lightest wheel set you can afford. Then the other components.
If you know for sure (absolutely sure) that you are going to do this for many years to come and use it several times a week then just by the very best up front. If you buy a $1000 bike this year, then a $2000 next year, then a $3000 two years after that, then you've spent $6000. Just by a $4000 bike up front and use it for 6 to 8 years. I have given up nickle and diming bikes, it's not worth it, I just buy the best, it's a high price up front but eventually cost less in the long run (usually a lot less).

I strongly suggest visiting www.fisherbikes.com and looking at the matchmaker option. The bikes have a great geometry and a special fit for women (see the little video). Gary Fisher bikes are actually made by Trek and carry the same lifetime warranty on the frame. I would suggest either Gary Fisher (I prefer because of the Genesis Geometry) or a Trek. I still went for the men's model on my Gary Fisher Marlin because of my height and build (only about 1/2 the money that you have to spend, but a hardtail). We have lots of different terrain here in Utah so sometimes we have mountain biking portions, don't know exactly what you are looking to do is that, probably road stuff? I have also been training for a triathlon, but I have only been riding to the track, running, riding home, and then taking a shower or bath for the swimming part so far (he he he).

The best bike for under 1000 is the Specialized Allez triple. Thats what I have. Its about the same price as, and a bit lighter than the rival trek model. It also has better components. You will also have enough money left to buy clipless pedals and shoes (i strongly encourage this.) Ive had the bike since Christmas, and have not had problems with it. its not a tri bike, but beginners rarely use tri bikes in triathlons. I would go to a local specialized dealer and try one out. I think youll love it.

Felt Cycles makes very reasonably priced triathlon-specific bikes. The company's background is in tri sports. The S-32 goes for $1399 normally complete with all the aero bars and other doo-dads. It's frame is also quite aero. Since the 2007 bikes are about to come out, you may be able to score a deal closer to your price point.
You could also pick up one of their non tr-specific road bikes like the F-80 ($999) and add the aero bars and stuff as your budget allows. The frame isn't quite as aero as the tri-specific stuff, but really...the bike is only part of the equation. YOU'VE still gotta pedal it!

You Could get a decent gary fisher for a little over 1k it all depends on what your looking for in a bike
