Who can help me to find some good websites or programms to learn arabic language?

There are quite a few free sites to learn arabic but I could not remember. Anyway,if you are a non-arabic beginner, this site could be of help somehow. See the favorite links listed on this site and you can explore it by yourself. Goodluck !

I suggest ordering a couple books. Internet sites wont really do the trick.
Start with "alif baa" which is a guide to help you learn how to write. You should get through that pretty quickly.
Then start on the series called "al-kitaab" by mahmoud al-batal. It's a GREAT book for learning modern standard arabic.
You can probably get those on amazon if you want.
If you're more interested in colloquial arabic the resources aren't as good. but first you would have to know what dialect you want to speak. Good luck! Arabic is a blast!

That depends if you are trying to learn to read the language(ie for Quran reading) or to speak and understand.
I found this free program download for learning to speak Arabic helpful for a start. Once you get the hang of it, it is nice. If you like it you can buy the full program once you learn the basics. Suprisingly I have not found any good reading programs on line yet.
