Well there actually IS no end to a rainbow. You are only seeing a bit of the arc of a full circle. This was understood quite early by people in Ireland and the original saying was more along the lines of " You might as well try to find the end of a rainbow" can't remember the whole story to this, myself, but there IS one. So Sending someone to look for gold at the END of a rainbow was basically sending them on a wild goose chase.
