There is no exact time you should get your hair cut.
Is your hair already damaged?? This is important.. you must get all the damaged stuff cut off completely before trying to grow out your hair.. go to a salon and ask a stylist how much needs to be cut off, and they will show you. If you try to grow it out with out cutting off the damaged parts first you will end up with split ends all the way to your scalp that will never go away. If it is very damaged.. and you can't part with it all at once.. cut 1/2 inch a month until it is healthy.
Once your hair is in good condition it will grow about 1/2 inch a month. To keep it in good condition and still grow it, make sure you are cutting off 1/2 inch every 2 months.. so you are still getting some extra length.
To keep your hair in good condition
1. Never use a brush in your hair when your hair is wet.. always use a wide tooth comb or pick
2. Never put your hair up when it is wet
3. Never brush your hair more than just to get the tangles out, too much brushing is damaging
4. Use heat as little as possible. If you must blowdry or whatever, use a leave in conditioner first, (not on the roots, just middle and ends). Then wash it every other day so you aren't using heat as often
5. Go to the salon and get a good shampoo and conditioner.. the stylists will help pick one out for your hair type
6. Get a good deep conditioner and use it once a week.

You should get it trimed every 6 to 12 weeks trust me my hair comes out great. If you dont get it trimmed often then little clumps form at the tip of your hair and makes your hair stick together .
