Jeez, I hope your talking about your daughter. To describe a 16 year old guy as "not too kiddy, not too grown up" is kinda sick for a parent.
Anyway - I can't tell if you're looking for a restaurant or a menu, but I'd say, filets mignon, braised potatoes, asparagus.
Sorbet and a LIGHT birthday cake.

How about a barbeque?You can grill burgers and veggie burgers too.Maybe some Italian sausage,sweet and hot ones.Get a few different kinds of rolls and buns to toast over the coals.A couple of types of mustards,mayo and ketucup.chopped onions,tomatoes and pickles.B.B.q. sauce and maybe some spicy peppers.Set it out buffet style and let everyone make there own favorite.Put out a couple of bowls of different kinds of chips.Make a big bowl of fruit salad to go along side.For dessert,toast some angelfood cake slices on the grill.Serve with sliced strawberries and peach ice cream.Happy 16th...

Pizza Bar:
English Muffins,
Spaghetti Sauce (from a jar is fine)
Mozzerella
Toppings in Different bowls..(pepperoni, Sausage, Mushrooms etc)
Let the kids assemble their own!
Broil in the oven.

Pizza instead of ordering in - get one individual pizza crust for each guest. Have different toppings, cheese, tomatoes, pepperoni, cheese, mushrooms, sauce etc. Have each guest make their own.
Also, have chicken wings or drumsticks cooked in Shake n Bake.

and don't forget the ice cream

I think Swedish Meatballs and salads and simple things are always good...I remember at my Sweet 16 years ago we had a buffet and I wanted Swedish Meatballs, and there were wings and salads; could even try a pasta bar with different pastas and different sauces. And fruit and of course lots of dessert!

Simple, ask the 16 year old.
Seriously, if you ask the birthday person, chances are you'll know for sure it's something they like.
If you're planning on dining out, then ask them where they would like to go.

My daughter likes Olive Garden. You get a grown up atmosphere, but it is hillarious when they bring out their b-day cake- they give them a hairnet to wear.
