It depends what you are doing. Is there plumbing and electric invoved? What are the local ordinances—in some areas you have to tear out what you put in, get permits, and start over.

Yes. Any buildinng odes that I've seen require you to get a perit for any major renovtions. Also in a besement they want to make sure you have enough windows and 2 exits.

It depends what you are doing. if your just like putting carpet in and redoing the ways, i don't thing u would have to, but if you have to tear stuff down or electrical stuff involved then i'm guess you would!

yes the reason is that if its a big project the building inspector has to come and inspect it to make sure it's strutter can hold

check your local building codes.. i don't suggest you do it and not tell anyone... If they find out they will make you take it down and you could possibly get fined..
