I would like to reinstall my Windows XP. I have a retail version, but it is not bootable. If i run and install windows when my computer is loaded and running, will it prompt me at any point of time to format my computer? That what i want to do, format it

It probably won't prompt you to reformat when you insert the CD while Windows is running, but that CD should be bootable. Try checking your BIOS settings and see if the CD drive is set to boot before the hard drive. To get into the BIOS you will need to press a key like del, f1 or f10. The first screens you see when you start your computer may tell you. Once in the BIOS, look for a boot option, or it may be in an advanced section.

Yes once it's up and running it will give you that option for a reformat and clean reinstall.

Right inn the begining it will say upgrade or clean install.
