If it's so dull that it's blunt, you can use a high spped belt sander to shape the blade back to where it was, follow up with coarse stones, medium stones and fine stones last, you can get a razor sharp finish using a leather strop as your final step, some people put a little jewelers rouge on the strop to gain a high shine while sharpening.

boker magnum's got it right, but if you want a better knife that's easy to sharpen and just plain better than any other knife, buy one of these http://buckshotscamp.com/Mora-Knives-Sales.htm go with the 4 in carbon, the red plastic handle is the best for practicality, but the wood handled one is good too. They are razor sharp and being carbon blades they are easy to resharpen, the fact that they are single bevelled helps with sharpening as well and in my opinion is a lot better edge than the double bevelled knives you are going to find most places. If you must have stainless, there stainless happen to be some of the best in the world, heck there so cheap, buy one of both!

ps I have no affiliation with the makers or sellers of these knives, I just happen to be a strong believer in them, I won't buy any other knife. I don't know why someone would spend $50-$150 on an insuperior knife.

One great way is to use the bottom of a plate. That is what they thought me while I worked in a Japanese restaurant. Works like a charm everytime.

get it done professionally its fairly cheap. you can do it yourself but unless you have been shown its easy to ruin your knife by getting the angle wrong. once sharp keep it sharp by a few rubs on a sharpening stone after each use.

Answer is obvious:
Get a whetstone! It maight take a while, but if you try hard enough, you'll get it!
You could also go and buy a knife sharpener.
Or just go to a pro. Your choice.
