if tiny spots on face don't itch is it a disease?

Only way to know for sure is to see a doctor but yes, you can have rashes that don't itch and they can signify a disease, illness or allergy. Is it only on the face? If so, chances are it is an allergy to a new skin care product or new brand of makeup that your friend is using. ..or even tanning or sunblock lotion!
