It means the person does not have to go to jail. The will be on probation for a period of time. If they mess up in that time they go to prison.

A "suspended sentence" is a sentence that is basically held over your head. If you were supposed to do 3 years, and they "suspend" your sentence, it is basically telling you they are giving you another chance to prove you do not deserve that sentence, but if within that 3 years you break another law, they can charge you with not only the current law broken, but tack on the previous conviction, so instead of serving maybe a year for something, you would serve 4. The conviction stands on your record, even though the sentence was suspended.
