Everyone does not ask questions.
But if you are asking why the people who do ask questions ask questions, then it's probably something as simple as they found a question mark and rather than throw it away they decided to put it at the end of one of their sentences. Probably many of them are quite surprised when they start receiving answers.

A question should be asked when...
* You don't know the answer to something
* You are seeking clarification on something
* You are seeking advice on something
