Just to clear some things up, waxing & shaving will NOT make your eye brows grow, the only reason hair looks thicker after it's shaved is because it's cut at a blunt angle, the hair isn't actually any thicker.
Unfortunately there's nothing you can do to make your hair grow in any differently. You could try using an eyebrow comb/brush to comb out the hair to make them look fuller. You could try using a light eye pencil & just lightly fill them in.

No, I don't think anyone makes anything like that. You could get like hair plugs on your eyebrows ... but I don't know if anyone does that. I dye my hair brown but I'm naturally a toehead too. I used to buy these Mary Kay blonde brow pencils. They worked very well, and didn't look fake. It was darker than my real color, so I just filled in the whole brow and drew directly on my skin where I didn't have hair, and it looked good. I dye them brown now, and I do the same thing with brown pencils. Still looks good.

I think brow powder is your best bet. I'm not sure if there is any way to make them grow. But you can make it look really natural. I had a waxing "mishap" one time and had too much waxed off the end and used a brow powder to cover it up and no one noticed. Just make sure you get the right color. Maybe go to a make-up counter in the mall so you can try it on to find the perfect shade.

There are adhesive eyebrows that look great. Most often very light-haired people use them as a better alternative to drawing them on. If you're looking for something natural, I advise going for them. I don't think they're ridiculously expensive, and it's the only basic alternative to drawing them on. If you do have eyebrows and are looking to thicken them for appearance sake, fill them with a pencil. It does help asthetically. As for the adhesive eyebrows, they are along the same lines.

use a brow powder and a brow brush... the brush bristles will look WAY more natural the a pencil would anyway.... go to a good makeup counter like Clinique or Lancome and have an expert help you experiment and get the hang of it.

don't wax, waxxing makes hair thinner & sometimes stops growth, same goes for tweezing (the ones you want to grow). shaving does make them grow, so you might want to do that. if you want to fill them in, instead of penciling, try eyebrow shadow instead. you can also brush them with an eyebrow brush. if they don't stay in place, use clear mascara & brush it over lightly to keep them in place.

Try taking a razor over that part... Shaving will make the hair grow.

get an eyebrow brush and comb them over...also go to a salon and have them give you some advice...maybe waxing them would help them grow.
