it seems like when my cockatiel, peppy (male) is happy he sticks his foot out reapeatidy and runs from one side of his cage to another, only stopping to do his foot thing. is this normal? is there a reason for this? or is just another elvis imposter?

ya hes deff a male. hes got male colors. gray with yellow on the face and orange on the ears. mabey hes got too much girl bird estagen

My male cockatiel, Spike, who just turned sweet 16, has done that same thing all his life. And, when he sticks his foot out he makes grabbing movements - like if you would grab at something with your hand. He also bobs his head up and down like he's "head-banging". Very early on I was also concerned, but now I figure he's "pacing" from one side of the cage to the next because he is excited, anxious or just has too much built-up energy.

I believe that is a combination of happiness and territorial behavior. Are you certain that Elvis is a boy? That behavior is more common in females. Just in case you aren't certain, male cocaktiels sing, strut, hop, and often while their wings are slightly lifted. Also, running back and forth is more common in a female.

so chill out
either your cocktail is dancing to a beat of music. are you made him happy by just talking to him. basically hes dancing for fun. :)
