Though laws exist, in India it is never enforced, unless a warranting situation is emerged by external forces. In your case, on your PC at home, there is no problem. Whatever available could be viewed and downloaded, subject to the ISP's capacity.

It does not seem to be too limited according to this source:

India, as of July 2006 the Indian government has directed ISPs to block 17 websites, including some hosted on the Geocities , Blogspot and Typepad domains. Initial implementation difficulties led to these domains being blocked entirely. Access to sites on these domains other than the specifically banned ones was restored by most ISPs after about a week. The first documented incident of Internet censorship in India was the Yahoo! Groups ban of 23 September 2003. Kynhun, a Yahoo group linked to the outlawed "Hynniewtrep National Liberation Council", a minor separatist group, was ordered banned by the Department of Telecommunications. Difficulties in implementing the ban by the ISP's ultimately led to all Yahoo groups being banned for a period of about two weeks.

I don't think that anybody cares as much. In the subcontinent (rather all of Asia pretty much), the rules exist, but they never get enforced. And even if you do get into trouble, a little bit of money will go a far distance in saving your neck. You can always just bribe your way out of it but I don't think you will ever need to.

As long as it is in your own home, you will be fine.

Hi, "surfing" or "viewing" is not illegal, but it's your personal choice. "Owning a **** Website of your own" is a "Business Activity" with some "Business Ethics" is really not wrong (in my own opinion). But, "Posting illegally captured photos, videos, etc... on a **** site" in NOT REALLY GOOD HABIT, not only in india, but arond the globe, too.
