Probably because they don't want to give you the wrong answer and end up being the "mean" parent, or the one who let's you down, so when you ask the other parent and they give a final answer if it's a No, then they won't feel guilty about letting you down, kinda mean isn't it? lol. My parents do that to me all the time, and the worst part is when they both say "I don't know... OR I'll think about it..." Doesn't it suck?! Good thing I'll be on my own in about 20 months, lol.

Because they want to say no but if the other parent says yes and something bad happens..its the other parents fault. It's a self preservation thingy. They dont want to lose their power.

Because when they do that, it's usually something the other parent will say no to. So they probably do it to make the other look like the "bad guy" when they say no rather then say no themselves.

Area of expertise.
My wife knows that I'm the guy to ask if the question is can I buy this video game, and I know that she's the person to ask "is this bathing suit appropriate?"

Parents wants to be seen as a cohesive two-some. They also like to push the buck.

So they won't be mad at me and think I'm the 'mean parent'.........I do it only when my kids really want what they are asking for, and only if I know the answer will be 'NO'.

simply put because neither one of us want to be the bad guy and tell you know so we shirk it off to the other parent.
