It's a beautiful description of Jehovah God. It shows how much the psalmist loved God and trusted him.

If you read the whole of Psalm 104 you would have a better understanding of that one verse!
Basically, David is praising God for creating the world!
How wonderful is God's creation!

In speaking of Jehovah God, Psalm 104:3 says: “The One building his upper chambers with beams in the very waters, making the clouds his chariot.” How can God be said to be building in “the very waters”?
Psalm 104:3, together with its context, has reference to things above; that is, to things higher than the earth and which are in the heavens. Hence this verse speaks of Jehovah as building his upper chambers with beams. These may be said to be in the very waters, inasmuch as the clouds that bear water float about in the upper atmospheric regions or in Jehovah’s upper chambers, as compared with man away down on the earth. Thus it is added in poetic language that Jehovah makes the clouds his chariot upon which to ride.

Me to. It is talking about spirit persons. Angels are being different from us. They can fly. walking on the wings of the wind.
simply means they can go anywhere they want and they can fly.
verse 4 one day they will destroy the wicked people and cleanse this earth of all wickedness. called the destroying angel.
verse 5 who laid the foundations of the earth that it should not be removed forever.
In other words the earth will never end.
read Psalms 103:5 Who is satisfying your lifetime with what is good your youth keeps renewing itself just like that of an eagle.
King james it says : so that my youth is renewed like an eagle.
This tells us that we to will endure forever. and the earth and keep young even forever. Isn't that beautiful

This phrase was initially used of the Canaanite storm-god, Baal. The Psalmist is emphasizing to the reader that it is actually the Lord God who gives rain. Rain was a source of life to people, rain in abundance was a blessing and drought was viewed as a curse. The Lord is our provision and that reminder has been reemphasized multiple times throughout the Bible.

This is a lovely verse -- a wonderful example of ancient Hebrew poetry. Thank you for reminding me of it.
It also reminds me of the section in Job that is also quite beautiful, God's speech from the whirlwind, beginning in Chapter 38.
This kind of writings tugs at our hearts and imagination!

His light touches all of creation... It's very dreamy... reminds me of how i feel, or how i might feel if i ever fall in love and marry. She'll make me feel like that. God greatest example of His love, besides Jesus, is the love between a man and a woman. ah... selah.

In my opinion, King David experienced God's manifestation looking down on him through the sun beam that looks like a curtain draping through the cloud gap and shoots down to the sea while he is on his palace garden (facing the the sea) probably meditating or praying before going to a battle (chariots of clouds and messengers of fire). He always pray before engaging into battle and seeks God's presence in him so he would know justice is on his side. Heaven is assimilated to a tent such that, when God would check his servants down, he opens the tent and the rays of the sun shooting down through the cloud gaps tells his servants like King David, of his presence and coming down in spirit to stay at their side in times of difficulties (like battles) and help them through.
