Take the damaged disk to a local tape / DVD rental store and ask them to 'clean' it for you. They have a machine that polishes scratched disks. They should do it free or at a very low cost. They polish rental DVD's all the time cause people don't take care of them.

Ok well an old trick for CD's I know you put toothpaste all on the bottom (shiny side) let it sit for a while and then wipe it off. It temporarily fills in the scratches allowing you to burn it and save it. So you could install it after doing this and you'll be set.

Try to backup it up, make your software read from the burner device [the cd write], since it has a more powerful laser and reads better. If it fails there is a free utility around called "Cd Check" is very light and will pull most [if not all] of the cd's files to your HD, so then you can get it on a new CD

It reallys depends on the level of damage to the CD. I have successfully recovered remnants of my data using a tool like ISOBuster when my media couldn't be read. Note it can takes minutes - hours for it to recover the data and again it depends on the level of damage.

Have any hair conditioner at home? Spray it on the disk then rub it off. I use this all the time and it works great

Get some Brasso. It will take out scratches.
