hmmm... shutting down the engine will also cut your power steering and in a panic a person might actually turn the key too far and lock the steering wheel, so I suspect that stopping the engine would only add to the problems at hand!!!
I had my brakes fail once.. quite interesting.. i was going down a mountain passing someone... the idiot decided to keep me from passing so when i tried to slow up and fall back behind my brake went straight to the floor... the only thing i could think of doing which worked.. was to lightly apply ebrake in spurts to slow it down until i could actually pull over and stop... i was afraid that if i slammed the ebrake that i would go into a slide... anyway that was years ago and i hope i dont have to ever go thru that again... lol

NO, well sometimes. If it has an automatic transmission, turning off the ignition will have the same effect as putting the shifter in neutral. If it has a manual transmission, it will come to a stop faster that an automatic, BUT it will still be a long time stopping.
Best to keep the brakes in GOOD working order. You can put up with a car that don't go good. Stopping is very important.

Between the gearing of the final drive and the weight of the car at any significant speed the driveline can easily spin the motor over without it running. If you have an automatic it loses pump pressure when shut off and goes into full neutral, which wont stop anything.
You are better off getting your brakes fixed before they fail. Ever hear of preventative maitenance?

Put your e. brakes on and put you shift level in 2nd or 1st, depending on how fast you are driving. Standard transmission turn the engine off and put the transmision in a low gear and let go the clutch.

It is nearly impossible for the brakes to COMPLETELY fail as there are two separate systems, two wheels on each system. The likelyhood of both failing at the same time is, well, ASTRONOMICALLY low.

Yes, also you can likely use the emergency brake. Problem is people panic and thats when accidents happen.
