I have a security cam video. there is a face on it but i can not reconize it.?

I need a program that can give me better resulation and make image better when i zoom on it.

A combination of Photoshop and S-Spline will be able to help you to some degree. However, no program (that I know of) can improve a very low quality photo more than a small amount. What you see on TV and in movies is mostly special effects.

That is why so often in real life police agencies can't identify people even when they are caught on video, because most surveillance cameras are low quality for cost reasons.

A higher end camera will give a higher resolution and clearer photo, enabling the ability to focus in and actually make things out. But most companies/stores don't want to invest in higher quality and hope the inexpensive and/or models do the job ... but they most often don't.
