If you're referring to the traffic and commuter information hotline available in several parts of the United States, the number is free to use, but on cell phones regular airtime charges apply just like any other number. In other words, it will count against your minutes, but you won't have to pay a surcharge to use the service. 511 is a government-provided service, so you've already paid for it with your tax dollars.
