Since it's near your pubic area I would say it sounds like you have some ingrown hairs from where the elastic of your panties has rubbed and forced hairs to grow under the skin, they are trapped there so the infection probably never goes away and flares up every now and then.
Seeing a dermatologist will help
If you're shaving there stop, you should only wax or use a product like Nair on you bikini line. Try exfoliating that area each time you bath, that will stop dead skin from clogging those pores and reinfecting. Try also a product called Bikini Zone meant as an after shaving product to prevent just this problem, its usually found with all the other hair removal stuff.

I heard people get those often. They are in grown hairs that get infectecd. You don't need a doctor unless they don't go away. You should them pop and then it should go away in a couple of days.

They are probably ingrown hairs. Definitely get them looked at by a doctor though, because you never know.

More then likely, it is a skin irritation like acne. It could be something a little more serious like boils. But, they would hurt. If you are unsure, see a doctor.
