It gets the message across rather quickly that the person has lost control, and is very angry. The repetition, may be used as a release of that anger and rapid repetition may be helping them maintain some control, keeping them from physical violence. It would be safe to back off from this individual or leave entirely, for your own safety.

It depends on the situation. My father did that when he found out a close friend of his committed suicide the previous day.

In either case the person was letting off extreme emotional steam.

a person is angry about something . at a basic level cursing is the first thing that comes to mind . and in no way is cursing a sign of mental illness . thats just wrong and also unfair to people who actually do suffer from them!
