How do I know if we aren't just friends?

i have known this guy for about a year and when we met we hit it off like no other, but a few days after i knew him he saw me at a bar with another guy, i feel like it ruined our chances and ever since then we have still hung out many times but he always brings it up. He dates all these snotty girls who he doesnt find anything with and whenever we hang out we i feel like we're good friends. Sometimes we get drunk and make out but thats very rare. Does he want to keep it platonic? Because I don't and it's making me crazy. We flirt constantly, but should I just stop with the bull and sit him down and tell him how i feel?
