Photoshop is the name of a program created and distributed by Adobe. I guess you mean a digital imaging program like Photoshop. Jasc Paint Shop Pro, as someone already suggested, is not bad. Corel Painter and Macromedia Fireworks aren't bad either.
You can download free trials (they usually expire after 30 days) from the Adobe, Jasc, Corel and Macromedia websites.
I personally think Photoshop is the best, though. It isn't hard to figure out either -- the other programs aren't much easier anyway.
A very easy one that comes with almost every Windows PC is Microsoft Paint, but it's very very limited.

People have their own opinions over which photoshop programs are best, but I personally like Jasc Paint Shop Pro 9, which is what I've had for awhile and I work well with.
As for free and downloadable.. I regrettably can offer no help with that issue. I personally looked for ages and finally just had to buy it.

if you're looking for free and downloadable you should try gimp. it's not quite as fancy as the full version of photoshop but a little better than ps elements. it's easy to learn and the online help guide is easy to follow if you get stuck. gimp can do all the basic image manipulation stuff like re-sizing, file conversion, cropping, color change, layering, etc, etc, etc.
of course ps cs2 is the newest and best but also like $400. try gimp and if you grow out of it you can always upgrade to ps cs2.

You can't get it free. But Photoshop Elements is a bargain for basically ninety bucks. It has everything you need unless you are a print or digital pro.
Well worth it.

picasa is a Google's photo software. It's what should've come with your camera.
It can Edit , organise and Share you picture.
It's very easy to use and is free, just like Google
