God did not create cannibis, it came about like all else here...naturally. FYI, there are hundreds of plants on Earth that have far more extraordinary ethnobotanical properties than cannibis...all are legal to grow & be sold except for this ONE! You can grow fields of poppies, as long as you don't process the opium for resale, you can grow greenhouses full of coca plants, as long as you don't try to resell the coke, you can grow all the peyote cacti you want, just don't sell it...you can "give away" or share any of the above, however, with no legal termoil...make sense to you? And if you aren't a gardener, you can buy all the alcohol you can consume at the local liquor store, or easily find a doctor who will prescribe what you're looking for in pharm drugs...go figure!

Why did he create the atom? Didn't he know that we could harness it's power and create such a horrible weapon? God created everything in life for a purpose. You could get hemp out of marijuana which makes a good rope, shampoos, and other beneficial uses. It is us humans who use his creations for our own detriment.

I think God created every plant for a reason. Now to smoke it, I just don't agree. But some people may beg to differ with me. I have never read anything about this in the good book.

You might ask why he created poison Sumac, when god created the earth , he said it was good. After the fall of Adam and Eve that brought on a curse, I believe that is when animals began eating each other, weeds and poison plants came about and all the bad germs came to being.

It mentions it. well, sort of.
Genesis 1:29
Then God said " I give you every seed bearing plant on the face of the whole earth..........

I guess since marijuana is a seed bearing plant, it is mentioned.
Many other answers have got it right about why it was created. It has many uses other than smoking.

Marihuana is not mentioned in the Bible. God made marihuana so that the Cops would have a valid reason to bust you and put you in jail. It makes them happy to do this. We don't always see God's way of doing things. God Bless.

Same reason He made wine. Because He cares for us. Both wine and marijuana are healthful if used in small quantities. It's when we abuse them that we hurt ourselves and others.
