Encapsulated PostScript PhotoDraw supports EPS formats. If you have the PhotoDraw program, read the manual as to how to change the standard jpg format to EPS. If you don't have the program, you can't, and couldn't open the photos if you did.

That is an Adobe Format. You need Photoshop (or photoshop elements). Open the file in that program, and save it as .eps

My favorite solution is Inkscape. It's an open source project. There is a version for windows. The good thing is that it can do the simple job of conversion for free. You just open any graphic file then you vectorize the bitmap and save it!

If you have photoshop,open the file then go to 'file/save as...then choose what sort of file you want to save it as in the 'Format' bit.I'm sure other picture software might work to

you can open the jpeg with most design or photo software (eg. Photoshop, Illustrator etc), then choose "file - save as" or "file - export", and look for eps option.
