A 'penny may be small in itself. But remember that little drops of water makes the mighty ocean.
Here 'a penny' is used for 'money' in general.

Federal Government says you saved a penny? How?
Where did you keep this penny? In a bank drawing interest or did you hoarde it???? We have to tax you three pennies for every one saved.

Absolutely. I have been thrifty for many years and my sisters make fun of me, but I am the one with only a five-figure mortgage, with a college savings plan for each of my children, and money saved for a rainy (and not so rainy) day!
