The market for single serve (187ml) bottles is limited. Where do you live?
For all areas the top possibility for finding empty 187ml
bottles is to ask an airline serving an airport near you (or, if you have a passenger rail terminal near you: Amtrak or Via Rail or your own national rail carrier if you live neither in the USA or Canada) if they will be kind enough to save emptied bottles for you. Obviously, if you are a member of an airline`s or railroad`s loyalty program it will be more inclined to do the hassle for you (and might negotiate a deal for being the designated airline for wedding guests to fly, as well).
Otherwise, the 2nd market for arranging to get empty 187s are on-premise victualer (serving food) licensees that serve 187s as from their convenience and control (limiting consumption and helping customer turnover) factors. Largely these would be unsophisticated and/or crowded places, everything from stand-up pasta bars to licensed food courts in malls to sports stadia to boardwalk clam bars, fairs and exhibitions. Also caterers and licensed catering halls. If you are in Utah, beer and wine restaurants without a "club" license are allowed to sell only 187s.
A third option: call or email wineries of popular brands you see at off-licensees packaged in 187s (e.g. Sutter Home) or you learn are being served by airlines (or railroad) and just tell them you wish to buy whatever number of empty 187s you need.

My grocery store sells little four packs of wine. Try Trader Joe's or Whole Foods or some fancy grocery store like that. If you have a Cost Plus World Market near you, they definitely sell them.

Have you tried ebay? They're pretty good at having hard to find items like that.
Or, what I'd do, is call a party supply store and ask where to get them from. Or even call a wedding planner and ask for suggestions... a consultation type call like that is usually free of charge.

Try Binny's (not sure where U live) or a local liquor store, they should have the single serving bottles--I do not think you will find empty ones.
