Well, only Muslims can. The followers must have the intention of being led in the prayer.
On sex, most Muslim schools of thought agree that only men are allowed to lead a prayer with men or a mix congregation of men and women. Women are allowed to lead women only. There are other scholars who hold the thought that women can lead prayers of congegation consisting of both women and men, but this is not accepted by most Muslim schools of thought.

Anyone can lead the prayer, however, women don`t generally lead congregational prayers unless the congregation is solely women.

I consider it's the Imam who does that ... Imam is the similar of claiming "chief", or to examine it to a Christian church, the Imam is the pastor, preacher, priest, and so forth.
