I'll tell you the difference between a community college and public university.
A community college is also called a junior college or 2-year college, and like its name suggests, takes only 2 years to complete. The tuition is really low, about 5,000 a year, and there are flexible class hours such as night classes so that you can fit it into your work schedule.
A public university is just like a private university in that it's 4 years long, and you would have to be a full-time student. Tuition is more expensive compared to community college. However, it is cheaper if you live in that state than if you don't.

At what grade level? A community college is made for those specifically in a certain county and around that area. It is usually cheaper and has much lower criteria/requirements to enter. It is not necessarily in a bad neighborhood. Like Brookdale....that's in a nice neighborhood and is affiliated with great universities so its courses are not too shabby. A public school/college usually just means that it is funded/paid for/by the state which makes it cheaper for in-state students. Either one can provide great experiences though.

Well, a community COLLEGE is a school that offers college level classes along with lower level classes for the whole community to take advantage of. A public school is usually either Elementary, Middle/Junior high or High school.
