According to Eric Hoffer's book, The True Believer, the TB's first allegiance is to his own passionate attachment to whatever movement or cause will rescue him from his own self hatred. It isn't the cause that is important but his own commitment to it. Good book.

The allegience of the true believer should be to love. Love thy neighbor. That is the greatest commandment of all. For, was it not Jesus that said, "Whatsoever you do to the least of my people, that you do unto me."
Love each other, and through said love, you show love to the god that created all.
But hey, that's just one crazy man's thoughts.

I would suppose that the true believers first allegiance would be to God.
