Use a Windows 98 boot disk which is a floppy. You can probably download one off the net. Boot your computer to the floppy and at the A:> prompt. type in Format C:/ hit enter.

start your computer with diskette, if it is not adjusted, go in bios by pressing del key on keyboard, in the set up menu somewhere (1. or 2. choice on the left) find boot sequence and change it to floppy disk, save it, exit. it will reboot your computer, then your computer will start (boot) from floppy (system) diskette..
when it is started in dos just write "format C:" this will format c drive. if you want to format another HD partition or disk use its letter (like D: or E: ) and wait for it finishing your hardive format.
You've DONE it. But! dont forget it will format your drive it Fat 16 format, If you want to format your drive as NTFS you must use XP cd, or detach your HDD and take it , find another computer and attach it( set jumper master or slave) then boot, if you can see it in my computer then you may format easily.

just ask any of your friend to create a bootable floppy for you .. they can create one using "create start up disk" in the system tools..
now log on to your computer by that floppy , if your boot sequence is not selected as - boot from floppy , do one thing go to BIOS setup , by pressing DEL key (it may be F2) and set boot sequence as -
1st boot from - floppy
2nd boot from - CD
3 rd boot from - Hardisk
use format command or use Fdisk command ..
