13.(even though that is a little early; maybe 14) that's when kids usually start Jr. high school, and that's also when they start going places without parents.
i got one just before i turned 15.
seriously, you guys; kids should not get a cellphone in 5th or 6th grade! thats way too early! a cellphone requires a certain amount of responsilbility that elementary kids cant handle.
get one with no camera or internet connection for obvious reasons, and try to get a "pay as you go"plan where you buy a card and put the money on the phone.

When they can pay for it themselves. If a parent provides one it should be a basic phone, no text, no camera. Kids can not handle it maturely and responsibly and always get out of control. Just look at myspace.com. How many 14 year old girls are on there pretending to be 21 or chatting online all day. It is too addictive for them to handle, and can open many doors for perverts and deviant behavior to influence your children. I might be a little easier on the younger guys but not a younger girl.
16-18 years old. Is a good time to test their ability to be responsible with a cell phone.

Technology say Elementary school and that is why they are making the Firefly/Migos phones for kids. They make them so only the numbers programmed in the phone can connect to the number and they are the only numbers they can call.
They youngest age I know of that has one is 6.

I think that once they leave the security of elementary school and start getting more freedom in middle school that thats when a child needs to be in constant contact with parents and have a way of staying in contact with new friends

Different ages... depends on their level of responsibility.
Are they paying for it?
Will they have unlimited minutes?
It is possible to get yourself in dept to the tune of several hundred dollars, if not a thousand or more.
