You've apparently been listening to the words of someone who knows absolutely NOTHING about light, or photo-therapy. Blue light does NOT cause cancer. UV-C, or ultra-violet C band light can cause cataracts, and can badly burn skin, but blue light in the optical (visible) spectrum is actually being used for therapeutic applications, along with visible red, and near-infra-red light. Facial acne is routinely treated in the U.K. using blue and red spectrum light.

No. However, ultraviolet light can cause damage to the skin and ultimately perhaps cancer development. Ultraviolet rays can also cause cataract formation in the lens of the eye.
