Depends....
They have phones now for LITTLE kids where the parent can program in certain numbers that the child can call. Had they had this option sooner, I would have probably gotten one for my daughter.
My daughter (15 yrs old) got her first cell phone last year and it was on a trial basis. She has kept it within the set range of minutes used but I also had unlimited texting added to it.
