For medical schools you want either Baylor Medical or The University of Texas Medical School.
Skip Texas State.. since they changed their name from Southwest Texas they have completely ignored people who graduated from Southwest Texas State University. It's like we don't exist.

The University of Texas at Austin is the best for a lot of things, but really depends on what you want to study. Also, Texas is a big state so you should probably consider where your family lives too.

For medicine, I would recommend University of Texas or Texas Tech. Baylor is good but expensive.

Go to Texas A&M. My brother went there and he said he really likes it. The program is only like 10 years old and the classes are smaller. He graduated 3 in his class.

Baylor is got one of the finest medical schools in the country. The world renowned heart surgeon, Dr. Michael Ellis DeBakey, is still active at Baylor. Have you considered Baylor for your pre-med studies?
