Its already done...the Israeli invasion of Lebanon, or Irak are a good exemple.....The Patriot act change the status of citizen, for some kind of "all-citizens-are-terrorist-so-all-crime-are-terrorism" so everyone who not agree with the official version is a terrorist , so no court....they can take you to another country, torture you to make you "admit" whetever crime they want you to...And the Patriot Act can be used for other's country citizens that are "suspected" to be a treat for Usa...
O, and there is H.a.a.r.p, and chemtrail, use to brainwash mass population, used with chemtrail to augment our brain connectivity to H.a.a.r.p..
And Echelon, that monitor all transfer of information, all over the world.....
And Global Education 2000, another government National Security program, that augment kids learning capacity, and reducing their capacity to analyse this information, so they swallow anything, without questioning..
It's some kind od Pre-crime project, that supposed to annihilate crime, BEFORE it happen..

The USA could because no one would be able to do anything about it but a smaller country would have a lot of international scrutiny that actually effected them.
