well Kansas just passed a law saying children ages 4 to 7 an that are between 40 and 80 pounds or that are less then 4 feet 9 inches tall should be put into a booster seat in the back an it also say that children ages 1 to 4 who are between 20 to 40 pounds should be in a safety seat in the back facing front. but my opinion is that they should be in a car seat till they at least 5 an in a seat belt at all time in the car an in the backseat at 6 on. Ur absolutly right I have even seen a few people with there toddler in the laps not even under a belt. Infant car seats are upto 25lbs Todler car seets are from 25- 80 Pounds and Boosters are 50-80 pounds. I don't like them though they scare me. Also i do believe children under 12 should be in the back seat regardless of weight.

3 year old is still in a car seat (not quite 30 lbs yet)
5 and 7 year olds are in high back boosters.
I expect that my kids will even STILL be in a booster when they are 8 as they are small for their ages.
