How? The same way as they bark, with their vocal chords. I don't know if you meant "why" do they howl, but the answer to that is it is one of the many ways dogs communicate. Often the howl is a more desperate version of a whine. Other times, the dog is happy. Some dogs howl along to the sound of another dog howling, or even to the sound of music.
