I know she does this to make herself feel better, at least for the minute. In our apartment building we have a residental committee and during the meetings she always acts out by having a temper tantrum that ends up with her swearing and insulting the officers. She calls me immature, I'd really hate to tell her what people really think of her.
Yes, I do feel sorry for her. She is stuck in these behavior patterns and has extremely low self-esteem.

My cousin's neighbor is the same way w/ her, and anyone that goes near her house! she has even said things about me, and my 2 yr old daughter!!! and, she isnt mature enough to talk it out, she just says dumn lil comments, laughs, and then goes inside. -- like she is still such a child!! then, she will spend her time peeking through her blinds to watch my cousin's door... idk why she is so obsessed w/ being this way, and it's really her loss, bc if she "hates" her so much, why is she bothered to consume her entire day with staring and nosing around?

I feel sorry for your neighbor and you should also. No, I'm not nuts. Consider for a moment the last time you smiled at someone and they smiled back in a real friendly manner. How did you feel? Warm? Fuzzy? Good?
Now remember the last time you insulted someone. How did you feel? Hot under the collar? Uncomfortable? Breathing difficulties? Upset? Now imagine how your neighbor is making herself feel. Keep your cool, remain calm and smile. Why should you allow her to drag you down? As I said, feel sorry for her, she is making herself miserable.

Ignore that neighbor. I think she is just trying to get a response from you. Show her that you just don't have the time of day for her by walking away like you don't even see her.

I don't have anyone insulting me, but I do deal with a moody person on a daily basis. I ignore her when she gives me attitude.

Does she think you said/did something to offend her? You could ask her.

When you say insults, do you mean ignoring you or actually saying/doing things that are objectionable?

If you speak w/her and don't get a satisfactory answer, then you may just have to go on w/your life and try to forget about her.

Why do you think she does that? Why dont you confront her and ask her if it makes her feel better by insulting people.

I personally would not outright insult her -- but make a sarcastic remark to make her think.
