Because they are civil 'servants' and servitude is a condition which invites revolt. In this case, revolt is against the people they 'serve and protect' everyday (much like any revolt would be).

It must be frustrating as a police officer to see criminals time and time again getting let off on technicalities and returning to the same crimes as before, but one of our biggest concerns should be that police officers are overworked (for the most part) and often take the worries of their jobs home with them. Their basic rights (to pursue life, liberty, happiness) seem to be suppressed, as well. Public servants (police & fire, etc.) are more likely to divorce, have addicitive tendencies, and commit violent crimes than most people not in a public service position.
