No. You don't say what kind of digital camera you have, but you can copy the files to any computer. If they are no bigger than about 700mb, they'll fit on a CD-R. If by "digital camera" you mean a digital video camera, then you probably will be needing a DVD burner because digital video makes big files that won't fit on a CD. You'll also need quite a bit of space on your computer's hard drive for the same reason.

No, you can copy it without a burner. Your camera probably came with software that will let you copy it. You need a DVD burner if you want to make DVDs of your video to keep/share with others.
