She is the scapegoat, poor thing. You don't mention how big the space is, where they all live. But in nature, when things get overcrowded for cats, some have to leave. Usually the arrival of a new kitten disturbs the hierarchy and the next youngest has to leave. Kittens are tolerated and even cared for until they reach adulthood, and at one yr. old, she would have to leave.
As that can't be done in a t.l.c. environment such as your sister has, the older cats are teaching the youngest her place in the hierarchy and once she has learned it, the aggression will stop unless she gets cocky and challenges them.
Usually they won't hurt her physically. It is mostly a display of power points on the ladder, where she is told she has none.
Enough space for them all is very important. As are individual territories.
I am always rescuing abandoned kittens myself, so I sympathize with your sister. I had 15 at one time; six orphans were left to die in neighbouring field so I had to take them in though I had 9 of my own. Things worked out but it was tough! Wouldn't want to do it again; 10 is the limit for me!

Is she/he neutered??? If not, jealousy could be the cause; female dogs living together will kill another ***** when she comes into season because they are jealous. Your sister will need to separate this bullied cat, and get her to a vet who may be able to give a reason for this behaviour. It is not safe for the cat to be in the company of the others

are all the cats fixed...if not fix them, because if they arn't fixed the female might be pregnant and the other felines aren't accepting that change.
If they are fixed and they are still fighting with the one Female, it could be a territory thing between them there is a "pack" order with animals and if one of the pack members trys to overrule the pack order there is complete trouble!!!

goodluck

hmm it could be because they have an order like a chain in which there is the "top cat" if the others feel threatened they could lash out!
